The OLIP interns had the pleasure of sitting down with Loretta O’Connor, the Executive Director of the Council of the Federation. Created in 2003, the Council of the Federation brings together the Premiers or Ministers from all provinces to discuss issues of importance to all Canadians. We thoroughly enjoyed our discussion with Ms. O’Connor on the challenges of achieving consensus amongst the provinces and bringing the federal and provincial levels of government together to address policy issues of importance to all Canadians.
We came away with a greater understanding of how the Council of the Federation operates, from its consensus-based decision-making, to forming different working groups and having rotating chairs. Ms. O’Connor discussed some current initiatives with us, including the Canadian Energy Strategy, the Canada Jobs Grant, and strengthening the Canadian Pension Plan.
We really enjoyed our meeting at the Council of the Federation and the opportunity to contemplate the dynamic between the provinces and the federal government, and federalism more generally. We want to thank the Council of the Federation and Loretta O’Connor for taking the time to host the interns!
